Small population, limited market, fair enough. But if they are playing small venues like you mention in the states they can play them over here too.
I don't really understand it. Plenty of much more obscure bands play here, in relatively larger venues, and plenty of megastars do too. It's unusual.
It's down to promoters.
A band like Killing Joke will probably want about 2 or 3 grand a gig. Then take into account shipping the equipment across the water. Then paying the road crew. It all adds up.
Punk promoters in Belfast don't have the money to pay them, and mainstream promoters probably don't see them as a viable way to make money.
Re. venues. These are the places I've seen them live.
